(4) Staff judgement developed from "First Report of Nassau County Transit Commission" dated June 16, 1949. This report states approximately 64.3% of passengers on New York suburban trains hold reduced fare commuter type tickets. The remainder hold full fare tickets. The latter are presumed to be infrequent or off-hour riders. Application of the N.C.T.C. distribution to total of Column 4 yeilds 339,954 commutation ticket suburban passengers and 188,427 regular fare passengers on suburban trains.
