In order to make the record crystal clear, Mr. Chairman, at this point, would you not agree that the Congress did not say to "phase out"; that it was only the House Appropriations Committee that said to "phase out"? Mr. BOYD. Yes, sir. The House-Senate conference report. Senator MONRONEY. That is a conference report. Mr. BOYD. Literally, that is correct. The House Appropriations Committee is the only one which as requested the phasing out.
