Senator MONRONEY. The Subcommittee on Aviation of the Committee on Commerce will be in session.
We are honored to have with us today the distinguished senior Senator from New York, Senator Javits. We will be happy to hear you, Senator.

STATEMENT OF HON. JACOB K. JAVITS, A U.S. SENATOR FROM THE STATE OF NEW YORK

Senator JAVITS. I promised not even to sit, because I expect to be extremely brief. 

I do not want to get the use of this microphone. I am here to testify in support of the Civil Aeronautics Board for the helicopter subsidy in the way of phasing it out within a reasonable enough period to give this operation a chance to give the maximum benefit of it as a pilot plant operations to the advance of the art in the United States.

I have two points: One, that I favor precisely, the plan of the CAB. And second, that i would hope that other cities, other than those now concerned, would utilize this opportunity to participate in the program.

In my judgment the only justification for United States help to the program is what it will prove in the way of operations in respect of the new concept of the use of aircraft for relatively short hauls in relatively congested areas, where special purposes are conducive to that kind of short-haul traffic.

Therefore, I would welcome the greatest variety of experience.

I think that it is rather too bad that other cities have not taken advantage of this. As long as we now are within the possibility, whatever the Senate and House may do about it, of a CAB plan, I think it is only fair that it be made clear by those of us who do enjoy this service, to wit, New York, Los Angeles, and other cities, that it is our purpose to see that other cities do participate and to hope very much that they will.
