Dear Congressman Kastenmeier:

I would like to take this opportunity oft thanking you for your support of the item covering subsidy payment for the certificated helicopter companies (in Los Angeles, Chicago and New York) in the debate on the Second Supplemental Bill for the current year. 

Although recognizing the difficulties, it is nonetheless our hope that, before the Appropriation Act for fiscal year 1966 is enacted, we will be able to meet with more members of the Congress than has heretofore been possible. We will endeavor in this way to inform them concerning, not so much what has already been accomplished by the operations in Los Angles, Chicago and New York, but much more importantly the potential that these operations represent; the pattern that they are setting which will enable the establishment of similar operations in other cities; and their economic and technical meaning to the military.

Needless to say we would very much appreciate your help in this effort. Of possible assistance and for your further background information, we are enclosing a copy of New York Airways most recent Annual Report.
