Dear Sirs:
It gives me great pleasure to recommend Mrs. Elisabeth B. Rocher (Starkey).
From about 1950 to 1952 Miss Starkey worked with me in the office of the Special Representative in Europe, (Marshall Plan). She held a position of great trust, holding the highest security classification. She worked extremely hard, willingly spending many hours of overtime a good part of which, owing to her Government classification uncompensated.
She started with the Industry Division O.S.R. as a file clerk and quickly took over supervision of the Division's central files servicing an office of highly specialized technicians of close to a hundred people. In order to handle this job Miss Starkey had to read all incoming cables and airgrams and understand their contents so that they could be routed to the proper individual or individuals. This meant that she had to have a thorough knowledge of the activities of the Division.
She discharged her duties so well that the Central Secretariat of the Office of the Special Representative hired her away where she was given even more responsibility, some of it of a highly sensitive nature.
At all times all of us found Miss Starkey to be an extremely pleasant, and enthusiastic collegue. Anyone who has the opportunity to employ her is indeed fortunate.
