NYA will require "public service pay" in a substantial amount. it may turn out to be the same as we now receive (I doubt it) - the government has a stake in us and when we change equipment we're going to be scrutinized, to say the least. These are just some random thoughts written at a very early hour in the week-end formula mood. - I started out thinking only of the budgetory [[budgetary]] aspects - but I've gone somewhat far afield and now recognize I should have addressed this to Horace - please copy Brock, Slate and Wheatland and Gallagher - and above all let me have your thoughts. - This problem is of the utmost importance - an understatement.
