Dear Mr. Einhorn:
We understand from recent conversations with you that there is considerable interest in the establishment of a common carrier helicopter service between San Juan, Ponce, Mayaguez and other points in Puerto Rico.

As you know, several of our personnel already have first-hand knowledge of this area and some idea of local operational requirements. It seems likely that such a helicopter service could meet a major transportation need and could assist in the development of this important country. In addition, of course, the "stand-by" capabilities of helicopters and trained crew in case of catastrophe cannot be over-estimated.

We would suggest that, before proceeding further, it might be advisable to conduct a Preliminary Survey and arrange a meeting with the interested parties. This survey would be carried out by two of our senior staff members and would involve not more than five days of their time away from LaGuardia Field. It would be directed at determining, after consultation with local officials, the actual feasibility of operations in Puerto Rico, with specific reference to the routes and type of service desired.
