Such a Detailed Study would result in a report, the scope of which could include:

a) Recommendations as to the most efficient and safest routes for helicopter operation between points specified. 

b) Recommendations as to make, model, configuration and number of helicopters (including spare parts) most suited to the desired operations, considering stage length, terrain, weather and other be carried. (We assume that Traffic Forecasts would be furnished to us. Nonetheless, if requested, we would be glad to assist in the preparation of any such forecasts in the light of our experience in developing this specialized type of passenger and cargo business here in the United States.)

c) Costs of procuring helicopters and spare parts, including delivery to Ciudad Trujillo.

d) Costs of procuring and training flight and ground personnel for the start of operations.

e) A recommended list of maintenance and overhaul shop equipment, including specialized tools.

f) Estimates of operating costs, limited to pilots, fuel and oil, maintenance and overhaul.

g) Typical flight schedules, including crew and equipment assignments.

h) Criteria for the establishment of heliport facilities. (If specifically requested, we would endeavor to locate appropriate sites.)

i) Flight operations and maintenance manuals would be developed which would generally meet the requirements established for those manuals by the Civil Aeronautics Administration in the United States.

Since the actual amount of work required in the Detailed Study outlined above would depend upon the outcome of the Preliminary Survey, we are not now prepared to quote any cost estimates. However, with respect to the Preliminary Survey, our charge would be at the rate of $100.00 per day per man, plus all expenses (including travel) while away from LaGuardia Field, plus a flat fee of $1,500.
