5. AIRPORT MANAGEMENT RESPONSIBILITIES. Establish operating regulations for safety of personnel and preservation of airport facilities during periods of construction, repair, or normal use and for closing of the airport or portions thereof when hazardous conditions exist. Incorporate these regulations, applicable to all tenantry, by reference in all leases and use agreements and include:
a. Handling of Trash and Waste. Include requirements in the procedures for handling trash and waste material for:
(1) Containers used in collecting and storing trash and waste. Cover these containers in such a manner to prevent scattering, spilling, or leaking over adjacent areas.
(2) Frequency of emptying trash and waste containers to prevent overflow, development of obnoxious odors, or creation of health hazards.
(3) Types of vehicles authorized to collect trash and waste, which are to be designed to prevent dropping, sifting, leaking, spilling or otherwise permit escape of waste material.
(4) Trash and waste disposal areas which will prevent the creation of health hazards, nuisances, or bird and rodent sanctuary areas.
(5) Housekeeping of those areas normally used or shared by tenantry, i.e. sweeping, pickup, and removal of litter.
