if the local is not reorganized, they will become the property of the [[crossed out]] National [[/crossed out]] Federation [[crossed out]] of Descendants of First Americans [[/crossed out]].

Section 4. A suspended affiliate may be reinstated to membership in the Federation upon payment of all arrearages: Provided, however, that the Executive Council  may, in exceptional cases, remit such arrearages when the circumstances warrant, but in each such instance the matter shall be submitted in full to the next Convention.

Section 5. The financial officer, or officers, of an affiliate shall each be bonded in the sum of not less than $________ in such surety company as may be approved by the proper committee of the local affiliate. Said bond shall be conditioned upon the faithful performance of the duties of the officers bonded, shall be made payable to the president in trust for the affiliate, and be filed in the records of the local affiliate. The premium on the bonds shall be paid from the funds of the local union: Provide, That requirement of bond may be waived by the Executive [[crossed out]] Committee [[/crossed out]] Council in cases of local affiliates having less than fifty members.
