To: All tribes and Executive Committee Members

Subject: Constitutional Amendments adopted at the 28th Annual NCAI Convention in Reno, Nevada, November 14-20, 1971

Attached is a copy of the  constitution of the National Congress of  American Indians as it was amended in Reno during the annual convention. A comparison with the existing constitution will show where the changes were made. 

You will note that the attachment does not include the NCAI By-laws as no change was made in the By-laws at Reno. As soon as the Executive Council certifies the revised constitution, a revised constitution and By-laws will be printed and made available to the membership.

If you have any comment, please send them to me before the January meeting of the Executive Council
