f. No individual or organization with known subversive activities or affiliation shall be admitted to membership, nor shall their contributions be accepted.

Section 2. Resignation. A member not in default in payment of dues may at any time file his or its resignation in writing with the Recording Secretary, and it shall become effective as of the date it is filed.

Section 3. Expulsion and Reinstatement of Members. The Executive Council may suspend or expel any member for cause, after a hearing before such persons and in such manner as the Executive Council shall direct, or may suspend or drop from membership any member for nonpayment of dues. Any member suspended or expelled may be reinstated by the affirmative vote of a majority of the members of the Executive Council. 

ARTICLE III
ANNUAL CONVENTION

There shall be annual convention of the organization, the place and time to be determined by the Executive Council before adjournment of the annual meeting of the Executive Council immediately following the annual convention. 

ARTICLE IV
NOMINATION, ELECTION AND TERMS OF OFFICERS

Section 1. Nominations. Nomination for President, a First Vice-President, and Recording Secretary shall be made from the floor of the convention, beginning with the office of the President, after which balloting for that office shall be completed, then proceeding to the First Vice-President, after which balloting for that office shall be completed, then proceeding to the Recording Secretary. After the election of the Recording Secretary all of the tribal representatives from each regional area of the Bureau of Indian Affairs shall caucus separately and elect a Vice-President to represent the National Congress of American Indians from that area.
