here will be the work of everyone here. You are a Committee-of-the whole. There will be no final action until everyone has had a chance to express his opinion to vote upon what takes place. Yesterday, in accordance with the authority you bestowed upon me, I appointed some committees for the purpose of getting to the point where this Committee-as-a-whole, otherwise know as this Convention, could take action upon suggestions that would be made by the respective committees. the action of those committees, of course, are not final. When they bring in their reports, then you in this convention will have an opportunity to pass final judgment upon the reports of these committees. You will have an opportunity to revise or to modify or complete reject any proposal that might be made by the Constitutional Committee, or by any of the other committees. Some of the committees, were given an assignment which did not necessitate much work last night, such as the Arrangement Committee. I understand that the Constitutional Committee, the Resolution Committee, and the Platform Committee, worked late last night and made considerable progress. Under the order of business, as outlined, will be the Constitutional Committee report as scheduled by the Committee. Today we will get into the actual work on that Constitution. Before we can do anything, we must have some documents with which we can work. It is no small job to frame a constitution - one that will meet with the approval of all of the people here because we call have independent thoughts. I am sure that Committee is doing a fine job and I believe from that time on we can be busy.

Mr. Dwight then made and announcement, requesting that those persons who had not registered should see Mr. David Dozier.

Mr. Dwight (continuing): I have been asked by some of the committees that were appointed yesterday for representation from some other areas who were not represented on some of the committees. In that connection I want to ask Grant Iron Lightening to be put on the Resolutions Committee. The National Program Committee is seeking representation from another area. Ar their request, I am going to ask Martin Cross if he will serve on the National Program Committee. The Chairman and members of the Finance Committee have been asked that John Whitehorn be put on that committee. Mr. J. B. Milam is Chairman of the Committee.
The joint recommendation is that this program can be varied during the day to meet emergencies. I want to say this, I don't want to take any liberties at this meeting. the authority rests with you people out there on the floor. It seems to me though that in order to act as quickly and efficiently as possible it might be well for the chair to be permitted to use some discretion in carrying out the program and in the rules of procedure. However, I want you to understand this. Upon any ruling that the chair should make any decisions about any matter that come up, the group out there is the final authority. If we get into a controversy about the ruling of the chair of any procedure, I will take the liberty to ask the group to give me a vote of confidence on the ruling or to reject it and you may rest assured that any decision you make will not only be followed by the chair but followed graciously and move along in perfect accord as to how we should proceed upon any matter getting into a controversial stage.
