MR. DWIGHT: I don't think you can go back with a charter. You won't be able to. MR. DOUGOMAH: Suppose I would come back with a group of Indians, then you come back with some of your people that are able to come. You out number me 10 to 1 or 20 to 1. MR. DWIGHT: That depends on how many people you have in your local organization as compared to the membership in some other organization. MR. DOUGOMAH: Well, supposing I don't have any members in my local organization? MR. ATTOCKNIE: Then you stay home. MR. DWIGHT: I think Mr. Attocknie here answered Mr. Dougomah's question very nicely. He said that you will have to stay home. MR. MAHONE: As the old Chief said awhile ago, not just me but many others that are not educated. Some don't have any education at all and some have no schooling at all. A program that is sponsored by any group of people where that group of people intend to organize to help my group of people as well as their people and then turn right around and limit the individual to a certain number of delegates if he has so many chartered members in the organization and I say, gentlemen, it is a good move and I presume that it will work. Now take for instance the Navajos. There is some people out there that will probably never pay any attention to this. We discuss about the Navajo problems. Of course, we want to help them, but if they are not taking a part here, I don't know. I don't want to be a stumbling block to this organization in any way but I came here in case there is anything that this organization will do, but if it is going to be that way, then my request for help would be limited. For that reason, Mr. Chairman, and members of the Committee, you will excuse me. I don't want to be a stumbling block but I want to clear myself. MR. SHORT: I think the Committee's suggestion was good. We have to start somewhere. MR. MCNICKLE: Just as a point of information - was it decided to abandon one suggestion that was made here this afternoon, that the country be divided into areas or zones? MR. FARVER: Mr. Chairman, I don't think the zone proposition was abandoned. It was not ever taken and for that reason could not be abandoned. (continuing) Is it true also that actually the officers or other agents that will be elected, constituting a body of 12, will in reality be the only members of this organization at the present time, and they would be committing themselves as individuals? They have to go back to their people to see if they want this. MR. DWIGHT: That is correct. -25-
