1 SEC. 2. Executive Council.—The officers of this Fed
2 eration shall constitute the Executive Council.
3 SEC. 3. Trustees.—The Executive Council shall elect
4 three of its number to act as Trustees, which Trustees
5 shall have charge of and administer the property of the
6 Federation, except as provided by Section 4, Article VI.
7 SEC. 4. Eligibility.—Not more than two resident mem-
8 bers of any [[strikethrough]] city [[/strikethrough]] shall be eligible for election as officers of
9 this Federation. No member shall be eligible for election
10 as an officer [[strikethrough]] unless he is a bona fide employee of the [[/strikethrough]]
11 [[strikethrough]] United States, the District of Columbia, or the insular [[/strikethrough]]
12 [[strikethrough]] possessions, [[/strikethrough]] at any time of such election , unless he re-
13 signed from such [[strikethrough]] employment [[/strikethrough]] office for the purpose of engaging
14 in the active work of this Federation and since his sepa-
15 ration been engaged continuously therein.
16 SEC. 5. Auditing Committee.—Each Convention shall
17 elect by a majority vote of the delegates present an
18 Auditing Committee consisting of three members, whose
19 duty it shall be, whenever the Committee shall deem it
20 necessary, and at least once each year, to audit and
21 examine all accounts of the Federation, and may, if
22 deemed advisable, employ an accountant to assist them.
23 The Committee shall make a report to each biennial con-
24 vention.
25 SEC. 6. Expenses of Officers and Committees.—All ex-
26 penses incurred by the officers, committees, and employees
27 shall be paid by the Federation, if approved by the
28 Secretary-Treasurer.
29 SEC. 7. In case a vacancy occurs in any office of the 
30 Executive Council, the remaining members shall fill such
31 vacancy pending the next regular Convention.

ARTICLE VI
Duties of Officers and Committees

32 SECTION 1. Subject to the Convention the Executive
33 Council shall be the governing body of, and direct the
34 policies of, this Federation. It shall fix the compensation

1 and prescribe the duties of all officers and employees not
2 otherwise provided for by this Constitution. All matters
3 affecting the policies, aims, and means of accomplishing the
4 purposes of this Federation, not otherwise especially pro-
5 vided for herein or by the Convention, shall be vested in
6 and disposed of by the Executive Council, which shall 
7 meet at the call of the President or at such times as
8 deemed expedient by a majority of the members thereof,
9 and shall have full power in all matters at issue. The
10 concurrence of [[strikethrough]] six [[/strikethrough]] members of the Executive Council shall
12 inbefore provided. The Executive Council shall have
13 power to revoke or suspend the charter of any [[strikethrough]] union [[/strikethrough]] when
14 it is proved that such [[strikethrough]] union [[/strikethrough]] is guilty of disloyalty or that
15 it has acted in a manner detrimental to the best interests of 
19 the rank and file of this Federation. But in each such in-
20 stance the Executive Council shall report the full facts to
21 the next convention in writing, and any union whose char-
22 ter has been so revoked or suspended, or any person whose
23 membership has been suspended, shall have the right to ap-
24 peal from the decision of the Executive Council to the
25 Convention.
26 SEC. 2. The President shall preside at all Conventions
27 and at all meeting of the Executive Council. He shall
28 exercise supervision of this Federation throughout its juris-
29 diction. He shall appoint all committees, unless otherwise
30 ordered herein or by the Convention, and shall be a mem-
31 ber exofficio of all committees. He shall personally sign
32 all orders drawn on the Secretary-Treasurer and all checks
33 drawn against the funds of the Federation except as pro-
34 vided in Sections 3 and 4 hereinafter. He shall submit
35 a printed report to the Convention as to the progress and
36 standing of the Federation and as to his official acts dur-
37 ing his term of office. He shall furnish a bond in amount
38 to be determined by the Executive Council.
