10 1 Sec. 4. A suspended [[strikethrough]] union [[/strikethrough]] may be reinstated to mem- 2 bership in the Federation upon payment of all arrearages: 3 Provided, however, that the Executive Council may, in 4 exceptional cases, remit such arrearages when the cir- 5 cumstances warrant, but in each such instance the mat- 6 ter shall be submitted in full to the next Convention. 7 Sec. 5. The financial officer, or officers, of a [[strikethrough]] local 8 union [[/strikethrough]] shall each be bonded in the sum of not less than 9 [[strikethrough]] $500 [[/strikethrough]] in such surety company as may be approved by the 10 proper committee of the local union. Said bond shall 11 be conditioned upon the faithful performance of the duties 12 of the officers bonded, shall be made payable to the presi- 13 dent in trust for the union, and be filed in the records of 14 the local union. The premium on the bonds shall be paid 15 from the funds of the local union: Provided, That re- 16 quirements of bond may be waived by the Executive Coun- 17 cil in cases of local unions having less than fifty members. ARTICLE VIII Local [[strikethrough]] Unions [[/strikethrough]] 18 Section 1. This Federation may have a local [[strikethrough]] union [[/strikethrough]] 19 in each [[strikethrough]] city [[/strikethrough]] or [[strikethrough]] town [[/strikethrough]] in which the Secretary-Treasurer 20 grants a charter, to be known under the title, [[strikethrough]] "FED- 21 ERAL EMPLOYEES UNION," [[/strikethrough]] and each [[strikethrough]] union [[/strikethrough]] shall, in 22 addition, bear a number, in order of seniority as to the 23 date of organization: Provided, That whenever in the 24 judgement of the Executive Council it appears to the best 25 interest of the Federation, additional local [[strikethrough]] unions [[/strikethrough]] may be 26 chartered in [[strikethrough]] cities, towns [[/strikethrough]] or [[strikethrough]] municipalities [[/strikethrough]] where local 27 [[strikethrough]] unions [[/strikethrough]] are already in existence. 28 The National Executive Council shall adjust all juris- 29 dictional questions arising in [[strikethrough]] cities [[/strikethrough]]having more than one 30 local [[strikethrough]] union [[/strikethrough]], and in making such adjustments of the Execu- 31 tive Council shall fully consider the welfare of the na- 32 tional organization and the welfare of the [[strikethrough]] employees [[/strikethrough]] in- 33 volved as well as the jurisdictional rights of the local 34 union concerned. 11 1 Sec. 2. A [[strikethrough]] union [[/strikethrough]] may be formed of [[strikethrough]] five [[/strikethrough]] or more [[strikethrough]] em- 2 ployes [[/strikethrough]] of the United States in any locality. 3 Sec. 3. When desired, separate branches of a [[strikethrough]] union [[/strikethrough]] 4 with the necessary officers may be formed and sub- 5 chartered in the same [[strikethrough]] city, town, [[/strikethrough]] or [[strikethrough]] municipality, [[/strikethrough]] but 6 all branches of any [[strikethrough]] union [[/strikethrough]] shall be under direct super- 7 vision of the general officers of said [[strikethrough]] union. [[/strikethrough]] 8 Sec. 4. Each application for charter for [[strikethrough]] unions [[/strikethrough]] here- 9 after organized must be accompanied by a charter fee of 10 [[strikethrough]] $10.00. [[/strikethrough]] The application must be sent to the Secretary- 11 Treasurer. 12 Sec. 5. When a [[strikethrough]] union [[/strikethrough]] has been organized the local 13 secretary shall submit to the Secretary-Treasurer a com- 14 plete list of the names and addresses of all members and 15 the local [[strikethrough]] union [[/strikethrough]] shall forward to the Federation one-fourth 16 of the initiation fees received. 17 Sec. 6. The initiation fee of a local union shall be 18 not less than One Dollar nor more than Ten Dollars, 19 and the dues shall aggregate not less than Five Dollars 20 per annum. 21 Sec. 7. Each local [[strikethrough]] union [[/strikethrough]] may adopt a constitution and 22 bylaws, which shall become effective only upon approval 23 of the Executive Council of the Federation. 24 Sec. 8. Members of this Federation having the power 25 to appoint, promote, or dismiss [[strikethrough]] employees [[/strikethrough]] shall not be 26 eligible to serve as officers, delegates, or on regular com- 27 mittees of a local [[strikethrough]] union. [[/strikethrough]] 28 [[strikethrough]] Sec. 9. Members of this Federation separated or retired 29 from the service shall be eligible for reelection as officers 30 of local unions and shall be eligible to election as delegates 31 to national or state conventions of this Federation. [[/strikethrough]] ARTICLE IX Regional and State Federations 32 Section 1. The formation of State Federations of 33 local [[strikethrough]] unions [[/strikethrough]] shall be encouraged wherever possible.
