     General:

         I have the honor to enclose a copy of a letter recieved from Maj General Howard relative to apprehension of an insurrection among the Freedmen.  Occasionally such fears are expressed to me by citizens.  In order to provide against the possibility of such a thing, I respectfully request that District Command here be directed to place at my disposal, when requested by me, such forces as may be necessary to patrol the back of their Districts where trouble may be reported.

Please report to this office the condition of your colony: if on a plantation, how obtained, whether abandoned property or not, and any other information that will be of interest to this office.

The Genl. Comdg directs me to acknowledge the receipt of your communic-
ation bearing date 21st inst and to express his obligations for the same.  
No argument is necessary to show that the people themselves are the best ar
biters in their own controversies, and the action of the Grand Jury of Marengo County proved a condition of society both gratifying and worth of all confidence. 
Your report of the remaining counties in your circuit will be received with much pleasure.
