Colonel; I have the honor to ask for information in regard to leaves of absence for officers serving in the Bureau. Is it necessary to forward the applications to Washington or have I the authority to grant them. Very Respectfully Your obt servt. Brig Gen. &c. Office Assistant Commissioner Bureau of Refugees, Freedmen and Abandoned Lands Montgomery, Ala. 18th October 1865 Maj. Gen o.v. Howard Commissioner &c Washington, D.C. General; I have the honor to acknowledge receipt of your communication of 10th October, in reply to one of my own dated 26th ult. My communication was drawn with much care, and forwarded under a sense that a favorable response could alone enable the Bureau to maintain itself here this [[minute?]]. In the reply I am directed to seek its object here, by virtue of the powers given in an Executive order of June 7th /65. and the Circular letter of the Secretary of the Treasury dated 27th June /65. 83 The application was necessitated by the fact that both the order and Circular above referred to had when the application was first made already been rescinded and are still in that position. I enclose a copy of the revocation. I have now to ask that the original application may be forwarded and urged in such manner as its importance may seem to you to dictate.
