General,
I have the honor to transmit herewith two requisitions - one for damaged clothing and one for material, based on a report of articles on hand made to me by Capt George P. Webster Depot Quartermaster Cincinnati, Ohio. It is requested that the requisitions may be approved and sent to that officer with a letter asking him to ship them to Capt Thos J Kerr A.Q.M. at this point. 
The articles have been all recently and carefully packed and all in good condition for shipping. Capt Blivin A.Q.M in immediate charge told me that the cost of storage was rapidly consuming their value. They can be disposed of here under such regulations as you may appoint, so as at once to relieve the destitute and reimburse the Government. Have the goodness to advise me of your action in the premises.

I have the honor to enclose herewith copies of papers relating to a claim of W.T. Clarke for the crop raised on a plantation in charge of this Bureau at Decatur Junction.
 I have directed Mr. Goodfellow, the Supt of the District of Huntsville to retain possession of the property until further orders. There was shipped from this place by order of Gen Fisk a few days before the receipt of the orders transferring the District of Huntsville to my jurisdiction some fifty bales of cotton from which the officer in charge of the Plantation expected to receive funds to pay off the laborers. About the 20th of Oct Gen Fisk sent his Q.M to the place and
