I have the honor to request that T.W. Mostyn Co "H" 178 New York Vols be assigned to duty in this Bureau.
He is already on duty at Greenville as Clerk to Asst Supt assigned by the Post Com'dr.
It having been necessary to assign Capt Brown the Asst Supt to another post Private Mostyn has been left in charge but the Post Comd'r refuses to acknowledge his right to act unless he is assigned by higher authority

Your communication of the 15th inst is received.
The application for the detail of the men of the 12th Iowa Vols was sent to Gen Woods by Col Robinson.
Gen. Swayne is now at Mobile. I have telegraphed him to see about it.

The bills passed by the Legislature are not be be enforced where they make a distinction of color.
In reference to the homes for helpless Freedmen you will have to receive as many as you can provide for and the rest send back to their former homes.

I have the honor to enclose herewith copies of the acts passed by the legislature and approved by the Governor that relate to Freedmen. 
1st  The Act giving Freedmen the right to testify in cases where their own color is a party.
2nd  The Apprentice Laws. The Bill regulating contracts for face colored persons, the bill making the old code applicable to all Freedmen and the bill disarming negroes more passed by both houses but was vetoed by the Governor.
Governor Patten was inaugurated on the 15th and today the Provincial Governor relinquishes his position. Governor Patten has stated that he will veto all bills that make a distinction of color. He is opposed to all class legislation. The legislature, however, unless they radically change their views during the recess they have taken, will not pass any Act relative to Freedman that the Governor can approve, or the Asst Coms'r permit enforced.
