Sir;
Mr Abraham the bearer of this letter, makes a proposition for the purchase of the Confederate Hospital (now occupied by troops) and the building occupied by you. He proposes to give $2000 for the Hospital building and to permit its occupancy by the troops until they are withdrawn from the State.
The General wishes you to see the owners of the land on which the building stands and ascertain if they wish to purchase it at the above terms.
He proposes to purchase your office building and also the information as to whether the parties owning the land wish to purchase the Hospital.

You are hereby authorized to approve and register contracts made in your Beat, between freedmen and planters.
The fee of twenty fives cents for each laborer you will retain as your compensation. Please report monthly the number of contracts approved.
