Your communication of the 9th inst is received.

The receipt of your notification of the shipment of the cares of goods by Mr R.B. Mintum of N.Y. was acknowledged and a little was written to Mr Mintum thanking him in the assistance that should be given to the destitute by his action. The goods have not yet arrived. As no mention was made of the manner of shipment, whether by ship or rail I do not know which way to look for them or to take measures to expedite their movement. As soon as they arrive their receipt will be acknowledged and then distribution accounted for.

Your communication of 12th inst with the report of Sergeant Wilkinson, and enclosures in reference to the establishment of a Provost Court have been considered and approved with regard to the removal of the N.J. forces from this State, the conditions stated in the Governor's Message, are such, you will observe, are not likely to be soon filled. Even before this matter was broached, I transmitted to the General Commanding Department my official protest against the removal and shall leave nothing undone to prevent the entire removal of military force until civil justice has been not only in form but in fact established.
