discretion in the matter. In the suppositioned case you offer where a woman has seven children, from seven to eighteen, and the family is able to make a living, The children should not be bound out against the mother's will.
As a general rule children should not be apprenticed where the parents object or when they are old enough to support themselves.

Sir,
I am directed to say, in reply to your communication of the 19th inst. that negroes may be sent back to their employers, or set at work on public farms or roads.
A just administration of the laws, without distinction on account of color will secure justice.
Military force cannot be used to enforce your orders.
The Fee allowed by law - in cases that come before you - is your compensation. 
I enclose orders.
