In the suppositioned case you offer where a woman has seven children, from seven to eighteen, and the family is able to make a living, The children should not be bound out against the mother's will. Ala. Sir, I am directed to say, in reply to your communication of the 19th inst. that negroes may be sent back to their employers, or set at work on public farms or roads. A just administration of the laws, without distinction on account of color will secure justice. Military force cannot be used to enforce your orders.
