Sir:
By direction of the Asst Coms'r I have transferred to Mr W.A. Dunn your Agent, Five Thousand rations.  They are to be used first for the small pox patients and next for such destitute white and black citizens as are actually in need of assistance.  I send also by Mr Dunn One Hundred blankets.  
In issuing the latter please made out a roll of names to whom issued, in triplicate and obtain the witnessed signature or mark of each person.  The blankets are for your Hospital.
