I much regret the position in the matter ascribed to Colonel Robinson. It would have been in my judgement greatly better to collect the tax and apply it as proposed by the Commissioners. I suppose it is now too late to remedy the matter. In regard to the transaction in which Mr. Montague was involved, I presume you understand from my reply that we should be glad to aid you in getting at the truth, so far as our records may throw light upon it, and in obtaining restitution of any funds wrongfully acquired, which are found to have been transferred to this office.
