In reply to your communication of the 5th inst asking if Spring Hill Colony is included in the phrase "Orphan Asylums for Refugees and Freedmen" in Circular No. 10 from the Commr I have to say that it is not. 

It is however included in the phrase "regularly organized hospitals" it being understood that the persons comprising the Colony are aged, decrepit or sick.

I have the honor to send you herewith a copy of General Orders No. 44. War Dept. A.G.O. Current series.

General Swayne desires me to say that if it is impossible to secure redress for injuries to Colored persons this order will be enforced and the culprits detained in Military Custody until provision for fair trial has been made.

I would respectfully request that copies in triplicate of the missing numbers may be forwarded to me.
