You will with this receive an order to proceed to Mobile, on Special duty connected with the Bureau.

Some months since, before the Command of the forces was added to my duties as Assistant Commissioner, I made application at Washington for the transfer to my Custody of the Marine Hospital at Mobile.

The matter was considered by the President, and I was advised that the application was approved, but that as the building was regarded as in the custody by capture of the War Dept the necessary authority would be given by the Secretary of War instead of the Secretary of the Treasury to whom I made the first application.

That officer accordingly gave me a written request to the Department Commander for the transfer of the building, which has been practicably superseded by the trans of command to me.

The Treasury Officials at Mobile however not aware of the recognized control of the War Department in the premises, objected to the transfer of the Marine patients without authority from the Treasury Department.

When last at Washington, I related this to the Secretary of the Treasury and received from him express authority in writing for the removal of the Marine patients.  I now wish you to go to Mobile in pursuance of this arrange for the transfer of these patients to the City Hospital on the terms heretofore accepted by the Mayor of Mobile to wit the continuance of the per diem now allowed by the Treasury Dept the prompt payment of which you are authorized to guarantee.

You will also take such steps toward the transfer of the Military patients as are found practicable, with the fullest regard for their comfort and welfare.

You will also procure the assignment of an unoccupied part of the Hospital for the occupancy of the corps of teachers that is expected to arrive there this week.

You will please drop from the body of the Monthly and Tri Monthly Returns for Sept 30th 1866 all officers on duty at the Post of Selma, not belonging to the Company stationed at that point. You will account for them by name with the necessary remarks on the back of the Returns.  The AA Surgeon will be accounted for in like manner.

I have made out Reports for the 10th and 20th of September.  Your aggregate of last Report is 71.
