Your live communications of the 29th Ult asking transportation for sixteen(16) persons-one to Boston Mass. and the remainder to Shreveport La. and stating that these persons will not be any further expense to the Government; after reaching their destination is received. In reply I have the honor to state that it is the policy of the Bureau in this State to give as little transportation as possible and to confine it entirely to parties who by reason of age, sickness, or other infirmity cannot support themselves - who having no friends to care for them are objects of public charity, and who by being sent to some other point will reach friends who are able and willing to support them. It is not shown in your letters that these parties are inmates of the Colony of your District and if they are not they are no expense to the Government. Your attention is called to Circular No 2 series from the Commissioner.

I am in receipt this morning of your of 26th Ult advising me that there will be about $23,000.00 to apply on rents and repairs of school buildings in this State.

Vigorous and carful measures will at once be instituted to turn it to the best possible account. We are in a highly prosperous condition as regards schools in operation, and a bill is making favorable progress in the Legislature for a State System of schools for colored persons, with a pro-rata division of the school fund, as is required by the adjudges meauing[[measuring]] or the word "inhabitants" in the original appropriation of the public lands in all the States for purposes of education.
