Your communication of the 4" inst in regard to two (2) freedmen convicted of and fined for vagrancy on account of their having left their having left their work to be witnesses in the case of an assault by a planter on one of his freed laborers, is received.  In reply the Asst Commissioner directs that you employ Messrs Clarke & Lyon to sue Justice Taylor for false imprisonment of these parties.  In a recent letter from Judge Busteed to General Swayne, he says "The application of Pierce for the appointment of Wm. E. Clark as a Commissioner under the Civil Rights Bill will be granted".  When such appointment is made which will now be in a few weeks the Commissioner can again bring suit against the Justice for violation of the "Civil Rights Bill".

The question as to the payment of your claim against the Government is so far advanced that the Asst Commissioner is now ready to decide upon the value of the services rendered by you.  You will please forward to this office therefore an affidavit setting forth the nature, amount of business transacted by you for the Bureau - up to what date you continued to serve - how much of your time was devoted to the Bureau business - whether it interfered with your private business to any extent and any other points which may have a bearing upon the value of the services rendered by you.

I have the honor to acknowledge the receipt of your letter of January 5" 1867 relative to the lot of land and building thereon, in this city offered for sale to the Bureau by Mr. Kendig.
In reply, I respectfully call your attention to the endorsement of Rev C.W. Buckley, Superintendent of Education, in which I fully concur.

In reply to your letter of the 7" inst I would inform you that Mr. Silsby has no authority to order the Teachers employed by the Bureau at Selma, and now occupying a building belonging to the Bureau at that place in company with Mr Silsby, by authority from these Head Quarters, to leave the same.  The building was not turned over to Mr S. for his own use but turned over to him for the use of himself and teachers collectively.  On recommendation of Mr Buckley Supt of Education, you are authorized to transfer Mr Silsby and the teachers to a larger building so that there will be room for all.  You will rent the building now occupied as teachers home to such parties as you may deem proper that may require it
