Rebecca Colvin (Col) late of Hickory Grove, Montgomery Co. complains that Andrew Hershe of Sandy Ridge P.O. Lowndes Co. on or about Christmas last had her child Joseph aged 13 years apprenticed to said Hershe and that the mother was not notified of such apprenticeship. The parent of the child not being a resident of your county and she not being notified of the application such apprenticeship is claimed to be illegal and void, and the letters of apprenticeship should be revoked.  An early reply from you setting forth any further circumstances controlling this case and stating your final action therein is requested.

Your communication of the 11" inst desiring information as to the collection of fees due you from a freedman charged with crime and confined in jail and to whom money is claimed to be due from a planter for labor performed, is received.  In reply I have to say that these matters must now be adjudicated under the "civil law".  The fact of the freedman being charged with crime and confined in jail or even of his being convicted of crime does not invalidate his claim against the planter.  A copy of the Civil Rights Bill is enclosed for your information though I am unable to see that it has any particular bearing on this case.
