Yours of the 12th inst stating that certain freedman who were under contract have left you and have taken from you certain of your property is received
In reply the Asst Commissioner directs me to say that so far as the alleged theft is concerned the parties are amendable to the criminal law. As to the freedmen having violated their contract by leaving before its expiration you have the same recourse as in any other violation of contract that is to sue for damages

Your communication of the 2nd inst relative to the case of Samuel A Kizer charged with cotton stealing having been referred to the proper officer for investigation has been returned with the report that Samuel A. Kizer was indicted by a Grand Jury of Dallas County Circuit Court for stealing Cotton, he forfeited his bond, was captured, and is now serving out his sentence for stealing.
No reason is Known at this office why the due course of the law should in this case be interfered with

The Asst Commissioner directs me to say that if you forward an affidavit to the effect that you were ignorant of the repeal of the vagrant law, further preceding against you will be discontinued
