Your communication of the 11th inst, with three enclosures, relative to F. Williams being found not guilty of murder, and stating your action thereon, is received.  The Assistant Commissioner directs me to say that your action is approved, and that Williams is to be held in close custody, until the former returns from Mobile, for which place he leaves to-night, with the expectation of returning Saturday morning

With the view of increasing the number of paid Bureau Agencies in the State the Assistant Commissioner directs that you select for such position one man from each County of your Sub-District - excepting the County where you are stationed, forwarding to this office the name, with such statements as to his character, capacity, and standing among his people as you may be able to procure.  It is of course essential that he should be able to take the test oath.

His duties will be that of an "Agent" discharging the duties of a Bureau officer, including the personal distribution of supplies to the destitute.  He will report to, and receive orders from yourself.

The salary cannot at this time be definitely stated, and may vary with the circumstances of the case, but will not exceed $50.00 per month.  It is thought that Civil Magistrates (more especially Justices of the Peace) who have either been appointed by Military Authority, or whose official conduct you know to have been such as to warrant intrusting them with Bureau duties, might properly be selected for these positions.  A list of civil officers appointed by military authority within your Sub-District is herewith
