The maturing crop and September collection of taxes having put the several Counties of this State in funds, and the advancing status of the freedmen having generally inspired the County Commissioners with some appreciation of his rights, it seems feasible at this time to induce them to assume the charge and maintenance of the various hospitals and Colonies heretofore supported by the Bureau.  To this end I wish you to put yourself immediately in communication with the authorities of –– County touching the persons now cared for at –– by the Bureau.  You will represent to them the probability that the day of the compulsory closing of your institution is not distant, and that these persons will not be permitted to be left uncared for, and as an inducement to immediate actin you are authorized to tender in that case a transfer without change of the existing institution (all our right in it) as it stands with all of its supplies, and a continuance of rations for its inmates until November first,
