Reports have reached this Office from various quarters in the District that many attempts (in some cases successful) were made to deter the freedmen from voting with a view to prevent the requisite number of votes being cast on the question for convention. It is understood that many different negroes were need to effect the object prominent among which was the statement positively made that the election was postponed and that consequently it was useless to proceed to the place of voting. In some cases it is stated that bills were distributed setting forth this falsehood. The asst. Commissioner desires that you at once make full report of all the facts hearing upon this subject now within your knowledge and that you supplement this report from time to time as other cases become known.
