General: I have respectfully to enclose Genl. Meade's order for your information. It does not become me to comment upon the orders of my Superiors, therefore I limit myself to the statement that it, and its execution will cause a gloom to settle upon the mind and heart of every well disposed citizen in Alabama. Anarchy is surely impending. Genl. Meade being anxious to relieve me from duty as Commanding Officer of this State, I forwarded accordingly on the 16th ultimo an applications to Genl. Grant addressed through the proper channels to be relieved from duty. For the welfare of the Bureau and the good citizens of the State, both white and colored and the new Government of the State, the number of troops should not be diminished in the State, nor should troops be withdrawn from Montgomery the Capitol of the State.
