There is no doubt but that negroes are being shipped from the coast of Florida and Alabama to Cuba, but it is not believed that they are being shipped from this place.  No hands are allowed to be taken from any point where we have an agent unless it is definitely known when they are going.  Of course Freedmen travelling are not interfered with but when persons came within the jurisdiction of our agents to hire hands they are required to show

that they are responsible parties.

Efforts are being made to secure tangible proof of Kidnapping and several detectives are employed for that purpose, but the secrecy & caution with which the operations are carried on make it almost impossible to obtain the slightest clue
