Respectfully returned to Maj Genl Wager Swayne with the request that Lieut Logan A.A.Q.M. at Mobile Ala be peremptorily ordered to make estimate on Dr Grays statement of repairs and alterations absolutely needed to put in a habitable condition a sufficient number of buildings &c (dated Freedmans Hospital Mobile Ala June 23) and forward the same to this office thro the office of the Sub Asst Commr at Mobile. I would also request that Lieut Logan by instructed to obey Extract of Special Orders No. 4 Head Quarters, Dist of Ala Current series as soon as the estimate above referred to is approved by the Asst Commr.
