Respectfully returned to W.C. Arthur A.C.S. with the information that the supplies referred to in the enclosed were supplies contributed to benevolent societies etc. in the north and sent direct to Probate Judges of the different counties. I have no knowledge or control over the

issues further than what my observations has taught me but am satisfied that these supplies have been shamefully squandered and the charity of the donors much abused. the Bureau is however in no way responsible for such abuses.
