Respectfully forwarded with the remark that Mr. Fournier's demand is in my opinion exorbitant. I however think he is entitled to nominal ground rent perhaps Five dollars per month.

When a reasonable and properly authenticated claim is presented it will be considered. If the further occupancy of the land by the Government can be dispensed with, the building should be removed and the ground given up to the owner.

The reduction in commutation price of ration reduces his pay at the rate of one dollar per day from July 28th 1867, and it was my desire that his new appointment should date from the 1st of the succeeding month.
