Respectfully returned to Major General O.O. Howard Commissioner &c Washington D.C. I cannot recommend the appointment of Mr Bechart, but today make application for the appointment of Mr J.H. Mills, as Agent and Disbursing Officer at Decatur Ala. It is desired that Mr Rugg be relieved from duty as Disbursing Officer at Athens Ala, it having been necessary to order him to relieve Capt Harrison Sub Asst Comr at Huntsville. Mr Mills to take the place as Disbursing Officer.
