Endorsement on letter of S. S Gardner
Respectfully returned to S. S Gardner Sub Asst Comr Greenville Ala. The supplies for issue are exhausted and it is believed that no further purchase need be made. It is found that in localities where issues have been made that it increases destitution - so many will not work if the Government will find them even a little. The extreme cases referred to should be such to Garland and cared for there - No issues are now being made in the State.
