Sub Dist Tuscaloosa Dec 3" 68.
I have the honor to acknowledge the receipt of the enclosed letter this day. In answer I have to state that in the summer of 1867 I received orders from Genl Swayne Asst. Commr to send him the names of suitable persons to act as Agents in every county of this Sub. Dist to attend to issue supplies, and that they would be appointed and receive a salary of not more than fifty dollars per month, I sent the name of Mr. Moore (for Fayette Co) at the same time I informed Mr. Moore of just the instructions I had received from Hd Qrs, and that I thought he would be paid at that rate, Mr. Moore did perform the services and has never had any pay.
I think he is entitled to be paid if it can be lawfully done after I sent up the name I never heard anything more about it.
I have once or twice reported these facts before

Howard Commissioner &c Washington D.C. with remarks that Mr Norcross has been employed in various capacities under the State and United States in this city for about a year and is now understand to be, and has been for some time a clerk in the office of the Commissioner of Industrial Resources State of Ala.
It is not seen that any special reason exists for issuing transportation in this case other than the want of means of the applicant of which this office has no means of ascertaining

Respectfully returned to the Asst Commr B.R.F. & A.L. State of Ala with the information that I have investigated the situation of Ben Selvey & his family & find them in a very distressing condition himself and his wife being in very poor health & the children to young to aid in there support.
I therefore recommend that transportation be furnished Beny Selvey his wife and three children (under 12 years of age) from Eufaula Ala. to Washington D.C.
