CIRCULAR: 
It having been reported at this Bureau that certain colored persons have obtained city passes dishonestly, by presenting certificates stating that they are actually supporting themselves, to which the name of some well known citizen has been fraudulently signed; therefore, the following Circular is published for general information:
No passes will be issued from this Bureau to colored persons, purporting to be employed by themselves, unless they bring certificates stating they are actually supporting themselves, signed by responsible citizens whose signature is known in this office; or who do not bring with them, in person, some citizen upon whose statements we may safely issue a pass.
Parties guilty of forgery have been arrested. Other arrests will be made when the parties are discovered.
Persons employing servants will receive passes by calling with them at the pass office.
