Colonel:
I have several cases now, and such cases frequently arise, where transportation, if issued to destitute people, would result in saving expense to the Government in feeding these people, if they could be sent to their Homes, or Friends. Several have applied to me lately, for aid to go to their Friends, where they can be provided for. Cannot some arrangement be made, whereby in such cases, I could issue transportation, or call on the Post Quarter Master for it?
