General:-
Your favor is at hand. I am sorry that there appears to be some misunderstanding as to unpaid bills. I think I told the Major that I had returned some of the bills to be settled by you as you would doubtless desire to be able to give the account of expenses from the start. I was the more ready to lend you funds for the reason that my disbursing officer never opened any account with the Alabama Department, and subsequently to the transfer of funds from my hands to my Disbursing Officer, I desired to confine my accounts to Louisiana only.
