I received your communication of the 28th Oct 1865 asking me to act as Agent of the Freedmens Bureau. I will with pleasure except [[accept]] the appointment as things are getting quite loose about here, many of the negroes are being turned away from the plantations where they have been laboring during the last summer.  I have noticed this during the time I have been here but did not feel sufficiently authorised [[authorized]] to take part in the matter. 

Please inform me to whom I am to report procedings [[proceedings]], yourself or Capt Reed
