Mobile, Ala., Dec. 3rd - 1865.

General.

I received a communication, this morning, from Capt. W. M. Jones C.S. Vols & Chief C.S. District of Montgomery in which he states that you would be glad to see me upon business relating to the subsisting of destitute people, freedmen, &c in the Department of Alabama during the coming winter. My duties render it impossible for me to leave Mobile at present, but I expect to visit Montgomery in the course of three or four weeks. I should be very glad to talk upon the subject with you, and shall gladly endeavor to manage my department in such a way as to meet your wishes & ideas -
I would respectfully suggest that your officers & agents throughout the State of Alabama be immediately instructed to prepare estimates of the number of destitute, freedmen &c (including children) that will probably have to be subsisted during the months of Jan. & Feb. 1866.  If convenient, I would like to have these estimates consolidated in your office, & under your direction, upon a "form" similar to the one enclosed & transmitted
