Please report to this office as near as you can estimate the same, a fair rate of compensation for Refugees and Freedmens labor within your District Report as soon as possible and classify somewhat as follows.

Able bodied men. field hands.
Able bodied women - field hands.
Women. Cooks, house servants &c
Mechanics, tradesmen &c
Boys and girls fourteen to fifteen years of age.
State the rate of compensation with quarters, food, clothing and medical attendance included, and also the rate with the same not included.  Also report as soon as possible an approximate estimate of the number of freedmen within your district, stating
