the principle counties in Tenn and talked up the objects of the Bureau with the leading citizens, and secured their cooperation. The Agent is usually appointed Superintendent of the poor for the County, and thus has civil position. I would be pleased to hear from you direct, as to what proportion of the civil magistrates of Alabama have signified their willingness to act as your agents, and how the Bureau affairs are progressing generally in your District. We have so much to learn and so difficult a duty to discharge that we need the benefit of all the experience and plans of every Asst. Commissioner.
