three weeks. While seeking the appointment of an officer. I was also trying to obtain the formal transfer of the property to our Bureau. Mr. Nimmo promised this as soon as he had communicated with Mr. Dexter, Treasury Agt. at Mobile. After a long delay, it was reported that Mr. Dexter endorsed favorably, but gave the matter into the hands of Mr. McClure, a Travelling Treasury Agent. He promised Mr. Nimmo to return in three days, and in company with him and myself visit the place and conclude the business.
Instead of three days he was absent more than three weeks before I could hear anything from him, and then, on the 5th inst. Mr. Nimmo informed me that Mr. Montague, Collector at Mobile had taken charge of the matter, and forbidden the transfer, having determined to sell the property. If it is possible to change this determination and retain the property, I hope it will be done as there is pressing need of such an asylum and penetentiary as the "home Colony" contemplates. The gentleman concerning whose lease I telegraphed you, will give one for nothing less than five years, which I judge to be impracticable.
Very Respectfully
Your obt Servt
Sam'l S. Gardner
Asst. Supt. Freedmen
